The history of the BRICS

How can we explain the transformation of the BRIC acronym from an investment term into a household name of international politics and, more recently, into a semi-institutionalized political outfit? This unprecedented process is one of the defining phenomena in international affairs of the first decade of the twenty-first century. While the origins of the term have been widely discussed, the BRICs’ move towards institutionalization, which began in earnest in 2009, has received far less attention from the academic community of international relations. This is surprising because the BRICs countries’ decision to organize yearly summits and assume ownership of the process can be seen, along with the creation of the G20 in the same year, as the most significant innovation in global governance in almost two decades. How can we account for this development from a theoretical perspective, and what does it mean for the future of global order?

The foreign policies of rising powers

This research project seeks to gain greater clarity about rising powers’ foreign policy, with a particular focus on India, Brazil and China and their respective roles in addressing global challenges. In areas such as energy governance, climate change, failed states, humanitarian assistance and development aid, these countries increasingly contribute to and influence global governance. How do they behave on the international stage that was previously dominated by Europe, the United States and Japan? Rising powers bring with them a whole set of new experiences and perspectives on the international system, and it remains unclear whether they will accept current structures and seek integration, or whether they will seek to create new platforms, such as the BRICS, that provide them with more influence. What are the key domestic constraints that influence the rising powers’ foreign policy, and how do they interpret global events internally? It is the projects goal to organize a series of workshops, bringing together researchers from China, India and Brazil, and publications that focus on rising powers’ role in the context of specific global challenges. Global Governance in the 21st century

Today’s global structures are shaped by two large trends: the rise of non-traditional powers that are not fully integrated into the system, and the emergence of global challenges – such as climate change- that can no longer be solved by a small group of rich countries, requiring much more complex responses. These two aspects have profound implications on our understanding of order, justice, inequality, collective action and global norms and institutions. The established global governance structures (such as the UN Security Council or the G8) face the challenge of effectively integrating these new influences and experiences in order to be able to perform the task of providing the global public goods that they were created for. What does this mean for the working of international institutions and global governance mechanisms? What are the contributions of rising powers to global governance, and where can they assume leadership? How can existing international institutions and governance mechanisms be changed to make most out of the new geopolitical realities? Coordinator: Oliver Stuenkel.

A transformação do acrônimo BRIC, um termo da área de investimentos, em um nome corrente da política internacional e, mais recentemente, em um semi-institucionalizado aparato político é um dos fenômenos definidores da primeira década do século 21. Enquanto as origens do termo têm sido amplamente discutidas, o movimento dos BRICs rumo a uma institucionalização, a qual teve início para valer em 2009, tem recebido bem menos atenção da comunidade acadêmica de Relações Internacionais. Isso é surpreendente porque a decisão dos BRICs de organizar cúpulas anuais e assumir o controle do processo pode ser vista, juntamente com a criação do G20 no mesmo ano, como a mais significante inovação na governança global em quase duas décadas. Como podemos explicar esse desdobramento, de uma perspectiva teórica, e o que ele significa para o futuro da ordem global?
 
A política externa das potências emergentes

Este projeto de pesquisa visa obter maior clareza sobre a política externa de potências emergentes, particularmente da Índia, Brasil e China e seus respectivos papéis na resolução de desafios globais. Cada vez mais, estes países têm contribuído para a governança global e influenciado nas áreas de energia, mudanças climáticas, Estados falidos, assistência humanitária e ajuda ao desenvolvimento. Como se comportam no cenário internacional previamente dominado pela Europa, Estados Unidos e Japão? Potências emergentes trazem consigo um conjunto de novas experiências e perspectivas sobre o sistema internacional, e não se sabe se elas vão aceitar as estruturas atuais e buscar a integração, ou se procurarão criar novas plataformas, como os BRICS, que lhes proporcionem mais influência. Quais são os principais obstáculos internos que influenciam a política externa desses países e como eles interpretam os acontecimentos globais internamente? É meta do projeto organizar uma série de workshops, reunindo pesquisadores da China, Índia e Brasil, e publicar trabalhos que tratem do papel de potências emergentes no contexto de desafios globais específicos. Governança Global no século 21

As estruturas globais de hoje são formadas por duas grandes tendências: o surgimento de potências não-tradicionais que não são totalmente integradas ao sistema e a emergência de desafios globais – como o problema das mudanças climáticas – que já não podem ser resolvidos por um pequeno grupo de países ricos, exigindo respostas muito mais complexas. Estes dois aspectos têm implicações profundas em nossa compreensão da ordem, justiça, desigualdade, ação coletiva e das normas e instituições globais. As estabelecidas estruturas de governança global (como o Conselho de Segurança da ONU ou o G8) enfrentam o desafio de efetivamente integrar estas novas influências e experiências se desejam continuar cumprindo a tarefa de fornecer bens públicos globais, motivos pelos quais foram criadas. O que isso significa para o funcionamento das instituições internacionais e os mecanismos de governança global? Quais são as contribuições das potências emergentes para a governança global e onde elas podem assumir a liderança? Como podem as instituições internacionais e os mecanismos de governança existentes ser alterados para melhor se adequar as novas realidades geopolíticas? Coordenador: Oliver Stuenkel.

Oliver Stuenkel Oliver Della Costa Stuenkel is a political analyst, speaker and a Professor at the School of International Relations at Fundação Getulio Vargas (FGV) in São Paulo. He is also a non-resident scholar at the Carnegie Endowment for International Peace in Washington DC, a non-resident Fellow at the Global Public Policy Institute (GPPi) in Berlin, and a columnist for Estado de São Paulo and Americas Quarterly. His research focuses on geopolitics and global order, Brazilian foreign policy, Latin American politics and emerging powers. He is the author of several books about geopolitics, including The BRICS and the Future of Global Order (Lexington) and the Post-Western World: How Emerging Powers Are Remaking Global Order (Polity).
